AIR FORCE FLIGHT TEST CENTER (AFFTC)

Project Management with the Right Stuff
AFFTC logoIn August, 2001, the 412th Test Wing at Edwards Air Force Base, California, began a multi-year logistical and culture change in how they manage flight test projects. The overall effort was broken into three parallel components. One part of the team focused on implementing the new project management methodology, another part of the team focused on developing both near term and long term resource management strategies, and a third part of the team was asked to conduct a thorough assessment of the existing cost management system (people, policies, procedures, and systems). The objective of the cost group was to develop a cost management strategy that would be in alignment with their new project management methodology.

This “work in progress” report offers an insightful look at their unique approach to implementation and provides many lessons learned that are applicable to a wide range of organizations with similar needs.

VMCC PM approach provides synchronization of activities between systems' and sub-systems' plans and enables good System-of-Systems Project management control. The TOC methodology and its application to project management was introduced in Rafael by a team of Goldratt Institute (Israel), headed by Dr. Alex Klarman. The VMCC PM approach is based on TOC methodology, and applies MS-Project and Concerto software.
